First of all, do you say "a" or "an" before "NPC" for phonetically it starts with an A while grammatically it starts with N...
But back to topic.
Phulish's question over there in the Movies thread triggered the idea in my head that we might start an NPC thread somewhere. Very short descriptions neither stats nor equipment. Just ideas more or less (spare the good stuff for Protodimension) I am always looking for interesting NPCs.

I did a whole raft of DC style NPCs for the Remember Tomorrow rpg which appeared in PD14. Naturally you're all welcome to use them in Dark Conspiracy proper however you see fit.

For your campaign, the Proper manhunt, centered on a task force captain, some dark elf, cyborg SWAT teams with the best toys and full city, corp backing!
Oh! A Charon as a "psychic" could be on the payroll. The next target could be an elaborate trap, but you may want a standby group to rescue your PC's. Any cries of "Unfair" should be met with "You need to change methods".

Capt. Harlan Rutherford Elite with Spade Queen, Hearts 8 motivation
Skills of beat cop NPC at Elite level plus:

ID, badge

A Chrysler 350C with:
a first aid kit
M4A1, 7 30rd mags
This man is quite the political animal, and has street experience. He made a name for himself in city hall as a reformer, cleaning out his precinct. Recently appointed to head a new counter terror taskforce, he has been promised both city and company support.
Capt. Rutherford is a Faust, an intelligent agent of the dark. Most of the men "forced" out took executive slots in megacorp security.
His entire mission centers around stopping minion hunters.

My players never complain about monsters which are too evil or too unfair. They have, however, not much regard for collateral damage. Traps are difficult in an RPG in my oppinion. Nice work on the "dark counter terrorist" with so many minionhunters around a group like that is really needed.
