I think it'd be quite a good set up for a group of free range Ravagers to use. Probably wouldn't be many survivors though, and there'd be severed limbs left all over the shop.

There was an article in The Times yesterday about something similar going on in China i.e. thieves putting on their own bus service and then robbing the passengers. Unfortunately can't link to it due to the paywall. :(
