This October 2018 report from the new York Times raises the question of how slippery the Russians are willing to be in an effort to prepare for future conflict. The report gives some details on private properties in Finland owned by Russians but those properties appear to have been converted for less than peaceful purposes.
The main island in the article has apparently been furnished with multiple piers, a helipad and an extensive communications suite - by any stretch of the imagination, that's a bit more than the typical holiday spot requires.
