Okay so this is not so much a "Dark Conspiracy" kind of technology but I think it's the type of material you could find the Corps using when they make their Dreamland plazas and so on.
Basically, the maker embeds optical fibres in the mix when the concrete is poured and the fibres allow the transmission of light through the block.
