Underground or underwater or just "In the city"?

Small article about some underwater habitats used by Jacques Cousteau's team in the 1960s

It lead me to think again about a game book from Ianus Games called "Sub-Attica". Ianus Games produced a supplemental line for Cyberpunk 2020 called "Night's Edge".
This Alternate Reality Universe took horror/supernatural elements and placed them into the Cyberpunk 2020 world. "Sub-Attica" sees the PCs placed into a deep sea habitat that is being used as a prison.
While much of the material written for Night's Edge was scenario fodder, they produced one major sourcebook which I think is very useful for Dark Conspiracy.
The "Dark Metropolis" book is described as a city-life sourcebook with information to enhance city adventures (including such things as Cyberpunk 2020 rules for creating and running pirate radio stations, for heatwaves and riots and also festivities for the modern day).
